Is there a machine to buy to playback digital camcorder tapes?

Our digital camcorder has broken- can you buy a cheap devise to put the tape in and playback through the TV? or do we need to buy another digital camcorder?

You might take them to a camera store or somewhere that they can transfer from dv to dvd.

There are, but they are usually more expensive than buying another camcorder and for professionals. Sony makes one for around $1,800.

It'll be much cheaper to buy a new camcorder.  Fortunately it doesn't need to be the same model as your previous one - MiniDV camcorders can play Digital 8 tapes, and MiniDV is standard.
