you can try out foundation, eyeshadow, and lipstick...ect. before you buy it?

seriously, i cant buy anything at target or anywhere because everything is sealed up

Not really drugstore brands, but you can try higher end brands at department stores and Sephora.  You can also try the higher brands at Ulta (they sell higher end and drugstore brands).  For drugstore makeup, I reccomend buying from Ulta or somewhere with a good return policy and keeping the receipt so if it doesn't work out for you you can bring it back to exchange or get your money back.

Most larger department stores above the discount (KMart) level have counters where you can consult with a cosmetics person and try some products before taking them home - though even then, you can't go wild with it.

victorias secret you can try on and walk out of the store..lol they dont care they have little stations set up for you to try stuff on...it is really cool!!!
