My company is expanding over there, but not for at least a few months, so I miss out on hiring you.  Too bad for me.

My recommendation would be to contact the licensing authority over there.  You can have a list of all organizations permitted to transact business.

If you want to open your own office, let each company know this.   Let a few companies compete for you.  (If we were already there, I would fight to have a guy like you who actually wants the opportunity  - -- in the USA we have to hire people who are dragged, kicking and screaming, into our office.)
