Is there a material that is similar to that of a pelican's pouch?

If I were to design something like a bottle (or pouch) that fills up like a balloon and the return back to it's small size when empty (like the pouch of a pelican), what kind of material can i use? Is there such a material?

Some sort of rubber, maybe.  After all, a balloon does this.
