  1. First question no- not yet- that we are aware of- unless some goverment has invented secretly.

And second question, yes, you can get scanner pens that you run over the words and it puts it on the computer screen. but doesnt work on hand writing i dont think

  2. first no second yes

  3. Kind of...

peoples brainwaves can be picked up by an EEG. Was something in news fairly recently about a system which, with user training(to make the brain patterns clearly distinguishable) was able to function as a basic computer mouse. Provide an  on-screen keyboard, to "type".

as to to second part of question...

If the writing was done in special  characters (OCR font?) and magnetic ink (like some of printed on bank checks) a magnetic scanner should be able to read it. You could mount some kind of digital camera in a "wand" and use that to get an IMAGE of words onto a computer. To from an image into text you'd run the images through an optical character recognition program. Character recognition is often rubbish with handwriting, but is usually fairly reasonable with the printed word (due to the regularity of the printed word)

  4. there is a pen type of device by adobe that will read as you pass the pen over it and transfer it to your computer screen for you to edit it or do with it what you want.

    check the adobe website.

  5. First question  no

Second question yes, its called a pen scanner.
