unlike the iPhone, the iPod Touch does not come with built-in internet connectivity (the iPhone connects to AT&T cellular network and thats paid for on monthly basis).

if you have internet access at home through a cable modem or dsl connection, and you have a wifi router that you can connect the ipod touch to, then the ipod touch can connect to the internet through your wifi router and cable/dsl connection.

On iPhone there is a required Data Plan at $30 per month in addition to your voice plan in the USA. Wi-Fi is of course free on an iPhone if you have a Home Network. On the iPod touch there is naturally no contract as it is not a Phone therefore as long you have a Wi-Fi network it is free.
