TiVo service costs $12.95 per month or $10.75 per month if you pay for the full year in advance.  If you want to pay for three years in advance, it will be your best savings, averaging $8.31 per month.  TiVo rocks and it is well worth it...

There is unless you buy a Tivo with built in Tivo Basic (not as many bells and whistles as Premium Tivo, but perfectly functional).  They don't make machines with Tivo Basic anymore, but they are still available on ebay (see link below).  I have one of them that I bought new about four years ago, and I love it.

Yes there is. Not sure how much I want to say 15 a month but it may be less than that.
