Try Google if you know the phone number, type it into the main page with the area code prefix before it. ex:555-555-5555

I could give you a list of websites with searches for people; it will do no good as personal information is private.. Some sites require that you register with that site.  Some sites may require you pay a stipend before they release information.

Websites have a privacy policy statement so it would do you no good for looking within that site for names and addresses.

This is mostly due to credit fraud and identity theft. A few practices like phishing and data mining used by scrupulous persons have caused many not to give information online.

Whitepages.com happens to be a good source for just that because they are a public domain. If you cannot find the person you are looking for there; the person may have wanted information kept private. Also try using a persons phone number in reverse search look up.
