Is there a name for this condition?

I've always wondered if theres a name for my condition. When I was born, I had low oxygen and blood sugar. When I got older, the doctors notice that my foot always twitched upward making my walk on my toes. I was like this before 4 or 5 years old where I had surgery on my spine. My father said that the surgeons removed a nerve or something. This surgery weakened my leg muscles, coordination (not 100% sure), and reaction to loud sounds (this one Im not so sure, could be genetic seeing how much mom acts the same from time to time.)

I wanted to know is there a specific name for this condition? Where the foot twitches up, making the person walk on their toes?

And also, the doctors said all I needed to do was strengthen my leg muscles back, but with a strict mom and gentle over protective father, I got confuse on which is the right thing to do so I got lazy and now Im 16 and I know in a couple of years my muscles will fully harden or something.

So help anyone? I'd like for this to be starred, I want more than one answer or opinion.
