Is there a national data base or something that failed drug test results go into that the police can access?

also, how do police background investigators find past employment? do jobs held from the current year show up on any sort of employment checks? i would assume only prior years as tax info is recorded accordingly....any thoughts? do credit, tax history, or social security info checks show current year information from jobs held in 2008? someone with experience and knowledge on this please answer.....thanks!
