I am looking for an assurance that the company that I choose to do business with will not just take off with my money when I purchase their "start up package". Do legitimate home-working companies still exist?

Sadly, I have never found so much as even one, in the research that I have done.  Your reservations are well-founded, and loss of the initial fees are the least of the horror stories I've encountered about these schemes.  I wish it weren't so, but, sadly, it seem that it is.

You can, however,  try to obtain telecommuting work, from legitimate sites such as these:
