Is there a new rule?

Ok, so I just played a soccer game a couple nights ago, and the refs said that there was a new rule saying that you could sub at any stop in the game. So, we were subbing at indirect kicks and everything. I was playing in Wisconsin. I'm just wondering, is this rule in effect everywhere?

  1. Go to USSF.com and check for any accepted

    rules changes. FIFA yearly updates their rule books

    in print for who ever wishes to  purchase a copy.

    FIFA also makes updates via letters , emails or phone

    calls. Just ask a ref next time you play.


  2. The official FIFA ruling is

    "A player may only be substituted during a stoppage in play and with the permission of the referee. The player to be substituted (outgoing player) must have left the field of play before the substitute (incoming player) may enter the field of play; at that point the substitute becomes a player and the person substituted ceases to be a player. The incoming player may only enter the field at the half-way line. Failure to comply with these provisions may be punished by a caution (yellow card)."

    and this has been the case for a number of years. It is likely that the league you play in is governed by it own laws.
