Is there a no-kill shelter in the Baltimore/Washington area? ?

I asked BARC if they could notify me if my kittens were not getting adopted and notify me if they were going to euthanize and they said no they don't contact. Are there any that you can ask to be notified if they are about to euthanize the animal?
