Is there a non-christian homeschool curriculum that uses workbooks instead of textbooks? (NOT LIFEPAC)?

I'm sure there is - I'd suggest checking at http://rainbowresource.com/index.php.  Just go in the subject you're looking for and they'll give you a list of subtopics - texts, full curriculum, workbooks, etc.  In the upper grades it's going to be a bit more difficult to find, but it's got to be out there.  :)

    Spectrum might produce what you're looking for?  As far as I know, Rainbow carries those.

    Sorry, I don't know of anything more specific than that - my son doesn't do well with the workbook approach in most subjects, so I haven't looked much into that.  I think I've seen upper grade levels with Spectrum, though.
