  1. Officially, each state (there are 50) has its own, but they are very similar to each other.  Look on the websites of any of the various state DMV's at the (free) PDF files of information that prospective new drivers are supposed to study for the test.

  4. highway code? we have speed limits, stop signs, lights and plenty of billboards with all types of advertisements like food, cigarettes, and strip shows if you are in a 70 mile radius. i'd imagine it's pretty similar but research the dmv (department of motor vehicles) for the specifics.  umm... i'm not sure about rules for aliens obtaining a drivers licence but you have to be 16 years of age, have car insurance and take a driving test before you can drive. and beware, the tests are easy but the instructor testing you are usually a******s, or at least they are here.
