  1. penalty applies.  but you can move your ball in any direction one club length, but no closer to the green.  


  2. Yes. Flicking is not a permissible action. There must be a strike at the ball otherwise there is a penalty.  This is covered in the Rules of Golf - "Rule 14-1 Ball to be fairly struck at with the head of the club and must not be pushed, scraped or spooned. The penalty for breach of the rule Match Play is Loss of hole. In stroke play there is a penalty of 2 strokes."

  4. Yes it is called and unplayable lie and you will need to take a one stoke penalty and you can move the ball one club length. You can't however move the ball forward in any way.  Moving it back, left, and right is all you can do.
