Is there a penalty if your car is not registered or insured if you dont drive it?

I have a car that has been sitting in my parent's drive way for a year now and it hasn't been driven or used since. the registration and insurance already expired. it was registered and insured in FL but now I am in MA and looking to get it registered and insured again as I will start using it. will i be penalized since it should've been registered and insured when i had moved to MA?

  2. NO but you will have to change the title from florida to maine to register  there.

  3. You should contact your DMV or go online to their webpage. That will get you the most accurate information you need.  

  4. No. In order to get it to MA you will need a temporary plate. Then get it inspected up there and registered. Make sure it is safe to drive. Also get it on your insurance, whoever carries you, before you drive it. Thanks for the easy question.

It depends.  Even though it was sitting in your parent's driveway and off the road, many towns have rules in effect that any car not hidden away in a garage must be running and registered.  If you think about it, even not being driven it should be insured.  What if it had brake failure and rolled out in the road?  What if someone vandalized or stole it?  Without insurance it wouldn't be covered.
