Is there a piece of equipment that can interrupt battery/operation of flashlights, etc?

So I was with an aquaintance and holding a flash light and later on a laser light. While he was standing next to me both items dimmed and went out. Is there a device that is capable of disrupting the functioning of equipment like this?

  1. it would have to stop or reverse the flow of electrons through the wiring of the victim device. the only way i could possibly see this happening is through an extremely powerful magnetic field, in which case the casing of the flashlight would be so attracted that you would definately feel it, if not have it ripped from your grip.

    the only other thing i could think that would do that is a device that emits an emp, and im pretty sure the military wouldnt allow the general public to have something like that.

    your batteries probably just died (or came loose)
