I think the best place to have a website for free is freewebs.com. There you can make a domain name which looks like www.freewebs.com/username. Then, go to dot.tk (no www or com) and make a re director which looks like username.tk. Be sure to check these out!

It all depends on what you're using the website for. If you're building a simple HTML page with no interactive content, forums, or uploading, you can try freewebs or Yahoo Geocities. But if you want to create( or try to) a professional looking web site, with FTP, MySQL(for forum hosting, and PHP databases), then I would suggest using Hyperphp.
