WHY DONT YOU GO TO AMERICAN EXPRESS, OR  THE BANK WHERE YOU HAVE YOUR ACCOUNT AND ASK.

Unless you have an account with a Mexican bank or possibly with an American bank that has  a Mexican partner, no.  Bank of America  is partners with Santander Serafin and Citibank is partners with Banamex. You could ask at the American Embassy...might be some small hope.  It is located at Paseo de la Reforma 305, Zona Rosa.
