You can work on your comic anywhere.  If Harvey Pekar can become an institution publishing his own comics in Cleveland Hghts, you can do it wherever you are too.  It's easy enough to pay to publish your own comic, a lot harder to get it distributed.

Or are you basically looking for a free ride and some sugar daddy to pay for it all?  Because the big comic publishers don't take unknowns, give them a wheel barrow of money, and publish whatever the guy produces.

So start drawing and get your work out there, NYC is a bit expensive for starting artists.
