Is there a place where they have cameras on sale?

In a magazine, I saw a camera that was for 40 dollars, or something like that...

I'm looking for a great digital camera, that can take videos, upload them onto a computer, and they have a screen on it which I can view the pictures I take. THATS ALL.

I'm willing to spend up to 50 dollars.

You can't get a good camera that cheap.  You need to start at least $120.
