Is there a possibility that chalk dust be an additive to highlighter?

if it is possible, what are the chemical properties of highlighter and chalk dust that make them possible to combine?

Writing instrument "highlighter" or hair color "highlighter"?

First one is no.  It would act as an abrasive, slowing the action of the pen and interfering with ink flow.

Second one is possibly.  In water it would create a slightly-alkaline solution that could "roughen" hair to help the color set better.  It's certainly cheap enough and safe enough for such use, but I have no idea about effectiveness.
