The previous answers all assume the number is in the US. It's not that easy in the UK. BT can be very helpful in tracing nuisance calls but I think they involve the police who have a department for this. BT can set up a system free of charge that enables you to block incoming calls from specific numbers. I this helped me greatly some time ago when I was getting malicious calls.

most towns have what is called a cross city directory.  its just like a phone book but backwards.   you look up the number and it gives name and address.  ask the operator for info.

If it is a mobile phone, you can go to the provider and pay for information on the person to whom it is registered.  Depending on the provider, it is usually around $40 - $100

If the person is listed in the telephone book you can find out their billing address by a reverse directory lookup. The simplest way is to search the phone book for the number you want and look at the corresponding address listing. Some companies have even published a directory of numbers with the first couple of letters of a name to make this search faster. But that will take time.  Also, it will not help you if the telephone subscriber has an unlisted number, PO Box address, mobile telephone (especially a prepaid one), or is using someone elses telephone.

However if someone has been using the telephone to annoy you, they have possibly misused the telephone.  This could be a criminal offence in some cases.  Report the matter to the Police.  Also, most telephone companies operate a malicious call trace centre to assist Police, and will release a subscriber's name and address to Police in order to prosecute these offenders.  They probably will not release the prankster's name and address to you, for privacy reasons, unless you have a Court Order and a good reason for taking them to Court.
