It depends on the surface.

If it's wood or sheetrock/drywall you can use the primer called "Kilz" and it works great. If it's plastic, there are specific paints made to adhere to plastics, and if it's a metal or concrete surface, again, there are specific types of paints/primers that can be used. So, I can't really tell you much more than that since I don't know what you're painting.

Primer. But what is it you are trying to paint? Ceramic Tile? Mirror? Glass?

If you are talking about gloss paint on wood, there is a product called liquid sandpaper.

Use a "primer". You can ask the paint store to tint it close to the finish color.
