Is there a program I can use that will tell me the RGB color code of a portion of a photograph?

  1. Sure. Paint Shop (Pro that I use) tells you the RBG code every time you sample the picture with the dropper which includes holding down the control key when using the brush or the spray and others.  It is how you select to duplicate a color already in the image.

    Other programs probably do it also

    In Paint, the free program (under Windows) that I rarely use, there is a dropper icon that allows you to pick a color off the image for drawing.  If you select a color, it appears in lower left corner.  If you then choose from the Menu Color / Edit colors ...  a window appears with the basic colors and white boxes for custom colors.  There is a button for Edit Custom Colors.  If you click this, the box gets twice as wide and the color you selected for drawing is shown in a bigger box and the RBG and HueSatLum values are shown.  Not as convenient as more costly program, but it is there.
