Is there a program for using your computer as a phone going through the phone line?

Is there a program for using your computer as a phone going through the phone line? And I don't mean like skype. I mean one that uses your phone line and your phone number. And all you do is plug your computer in and use your micro phone and speakers? please help!

BTW, Skype also uses VoIP and you can use it as you've described. It's a chargeable (not free) option that lets you call regular PSTN phone numbers.
