Is there a program similar to the JET program (to Japan) but for high school/college students?

The JET program provides jobs for college graduates teaching English in Japan.  In Japan, and basically any other Asian county, if you want to teach English you need a college degree.  So there really are not any opportunities to teach overseas with out graduating.  May I suggest studying abroad in high school or college if you want to go to Japan, but you won't be a paid teacher.
