  1. visit IRS website www.irs.gov and download Form 8822 change of address and mail to appropriate address.

Or since IRS apparently sent you some notice then call the number listed on the letter.  IRS sends letter to the address they have on record for you.  If you haven't filed in years then they are still using the address from the last return filed.

  2. The IRS doesn't really care where you live.  They'll send any communications to the address on the last return you filed, unless you file a change of address.

IRS change of address form is form 8822 - you can download it at irs.gov

If you are getting state-related communications re tax, they are probably from the state, not the IRS

  3. Did you leave a forwarding address at the last place you lived?

  4. Submit Form 8822. Download from www.irs.gov

  5. Put a new address on your next tax return.
