Is there a "Rule of 60" for early retirement pertaining to all individuals?

  1. No there is no universal Rule of 60.  Individual employers may have a formula giving benefits to persons who meet the employer's version of the Rule of 60.  For example, a Rule of 60 could be 15 years of service after age 45.

    But no Rule of 60 for tax purposes.

  3. Some companies and unions have a number where you can retire if your age plus years of service is at least that number - I assume that's what you are talking about.  No, it's not universal across employers and does not apply to everyone.
