Is there a "paddlewheel type boat restaurant in Vancouver??

I remember we watched the water taxis come and go across the bay from our seats on this "boat" restaurant

There is a paddlewheel casino in New Westminster Key just north of the fork in the Fraser River. which is a few kilometers east of Vancouver.. they probably have a restaurant inside..

No, but there is in California.  That's all I know.  It's in Cali.  OK.

No paddle wheel restaurants per se.  You can charter a paddle wheel boat for a dinner cruise or try your luck with the food at the Riverboat Casino in New West (I'd try the first and avoid the second, but that's only my opinion)
