Dakar is a major port city because of its location on the western coast of Africa, meaning that it is a major metropolitan area with a large population. As far as I know, it does not have a refugee camp. There was a scam email that went around pretending to be a young girl in a camp, but it was a fake with the purpose of getting people to reply with personal information.
