Is there a region of Mexico where the people are fairer-skinned?

Question

I'm wondering what region, if any, of Mexico is it where the people tend to have lighter skin and hair?

I live in an area with many Mexicans and occasionally I will see one who has light skin and has light brown/blondish hair.

Now, of course, I realize that the hair could be artificially lightened and that could explain some of what I see. It does not, however, explain the lighter skin I see in combo with the lighter hair.

So, is what I see just a random thing among the population (just as all other races have differences in skin color/hair) or is there an actual region where this "lightness" is prevalent?
