I want to establish a university for the rural poor of Africa who cannot afford the fees in Kenya's public and private universities.Will my endeavour be the only one of its kind in the 20th and 21st Century Africa?

No to your title question.  As for your proposition, why don't you check out some in-country (Kenyan) non-profits and pick one or a few of them to help you set up some scholarships.  It takes behemoths like Oprah and an Oprah-enamored South African government to start a real school anywhere in Africa, and likely much more to establish a university..
