Is there a relay switch on computers?

We had a power surge, and now I can't get the computer to turn on. We had been having the problem off and on before this. I would shut the system down and it would take several times to actually load everything. This time it makes no noise with the exception of the inital "beep" then nothing, not even the fan starts.

Sounds to me like your power supply or boot device got fried.  try opening the side, and listen if anything is going on inside the power supply enclosure (do not open the power supply please).
