Not that I know of, but there are tournaments (yahoo) where that is a special rule and should be stated before the game is played

No.  According to BCA rules, you have to pocket the 8 ball in the pocket you call.  It can be any pocket.  You don't have to call banks, or kisses off other balls.  You only have to hit your called ball first(8) and put it in the pocket of your choice.

not in regular pool but  we call it last pocket , i mean you have to poty black where you pot you last colored ball

you need to talk it with your opponent before the game start if he/she says it after he/she/you pot black ball its ummm cheating
