  1. I'm pretty sure that all vehicles sold in USA are EEC-IV compliant as of 1996.

    EEC-IV means that the computer has a port that can be read by a scanner to identify codes associated with the proper functioning of the emissions control system, and engine management supporting emissions control


  2. all  cars from 1979 at present has self diagnostic feature.

    the module is the center a heart all the function of the car. but has a current of 0.05 volt  if any mechanic used analog tester he will damage the module.it show on tester is okey but it multiply the current inside the module into 12.05 volt it will burn. digital tester is good and accurate. some time some of mechanical are common sense to diagnose and actual  bases. or any electrical system.
