Is there a service or software that will call an online phone number for you?

Question

I remember using a directory that had this free feature. You click on the hyperlinked phone number, a window pops up & you enter your phone number. Then it calls your phone and when you pick up it's dialing the number for you. I can't seem to find any results through a web search and I don't remember the directory site.
