Is there a service that will show your caller-id as coming from another area code?

I am trying to collect a bill from a person who keeps ducking my calls. If I call from my phone or block my caller-id, he won't answer. Is there a service I can use to make my call appear to come from another area code?

1.)  buy 10 dollars worth of credit with a caller-ID spoofing card!!!

you can change the number and name and even the voice.....female/female!!

or

2.) get a free virtual VoIP Numbr.com: Free disposable phone numbers which you can use on a one time basis, but it only has a new free number, not any name on the caller-ID!

Yes... with most VOiP you can choose your outgoing number.
