  1. That is a confusing question. Are you asking what simple device would give you lat & long? The best answer would be a GPS, they can be purchased for under $200, are simple to use and reliable.

    If you are asking how to find lat & long without a GPS, then you need to find your location on a map indexed to the lat/long grid. You could also use Loran, INS, or a sextant (no longitude), but they are much more complex, expensive and not nearly as accurate.
