Operating personnel (engineers, etc.) are contracted by Amtrak using local and regional railroads.  For example,  in California, Amtrak has contracts with both the Union Pacific the and BNSF railroad to provide locomotive engineers for Amtrak trains.

Contract AMTRAK.

They began hiring their own operating people many years ago, but usually from the ranks of those holding seniority on common freight carriers.  A risky proposition, though.  Without a management overhaul and more funding, AMTRAK may be breathing its last.
