Is there a site that sells road bikes that offers shipping to Canada?

I seriously can't find a website that sells road bikes around $600 that offers shipping to Canada.

Have you considered using a Parcel Forwarding company like Bongo International?  They will ship an bike you can find in the US, but it needs to be 100% clean of any gas or oil.  Otherwise, they will not be able to ship it.  Bongo http://www.BongoUS.com will set you up with a US address so that you can make purchases from US based online retailers…even if they don’t ship internationally.  The biggest benefit is that you can make multiple purchases from different vendors and Bongo will consolidate them into one shipment for you. Trust me, it has saved me hundreds of dollars!  Good luck!

I believe bikesdirect.com does. Free shipping in US only but they ship north of the border.
