is there a site to download a FREE program to cut and mix my own ringtones with music from my media player?

I like to use cnet.com for freeware. Click on the downloads tab from their main page, and there will be a place that you can find free stuff on that has even been rated by others who have downloaded something.  I think that when you actually want to download something from cnet, you are directed to another site, run by cnet, called download.com.
