Is there a site where employers can register veiws on their employees?

employers are much to busy working to bother

Since "views" can be subjective they might be considered slanderous if damaging and found to be unwarranted, which could lead to a lawsuit against the person making the comments.  When doing reference checks for new employees most companies will only provide dates of hire, position title and salary information and not much else because of the potential for legal action.  (In the US, anyways.)
