Is there a solution to the MSOE.DLL error?

Question

Okay, so, I'm using a PC with Vista, and, suddenly, when explorer.exe begins to start, the "Personalized Settings" goes to Windows Mail, and an error appears. "Windows Mail could not be started because MSOE.DLL could not be initialized." and explorer.exe doesn't complete its starting. Does anyone know a positively safe way to get rid of this problem that doesn't require the CD?
