Often commemorative stamps are brought out say on universites ,r professional, social ,educational or governmental institutions.

Topical collectors, as you probably know, are those who limit their collections to special 'topics.'  The best collections of anything, stamps included, are those in which the collector decided what he or she wanted to collect and stuck to it.  The fewer people that choose to do it your way, the more unique and interesting your collection will be.  The good side of this is that you will find the prices lower than for more popular items.  The bad side is that they will not be available as often.

This is the Special Education section so I don't see the connection between stamp collecting and cognitive problems.
