  1. Yup, you dial them just like they were still in Ireland...

so you'd use the country codes, etc...

so if you were dialing them from the US, you'd dial

011 353 xx xxxxxxx...  if there mobile # in ireland is 086xxxxxxx, you would drop the 0...

so it would be 011 353 86 xxxx

If the phone works in the US depends on whether or not the phone is a tri-band.  http://en.wikipedia.org/wiki/Tri_band

If you go to the phone manufacturer website and look up the phone brand, it will tell you if it is a tri-band or not.

The major phone networks in Ireland (O2, Vodafone, etc...) all have agreements with US phone networks, so if their phone is a tri-band, as soon as they turn it on in the US they'll be picked up by a US phone network.

  2. If they're using their Irish phone, you'd still be calling the Irish number (and paying the rates to call a cell-phone in Ireland).

As to whether or not their phone will work in the US, I couldn't answer that question... but if it does work, you'll be paying the long distance rates.

To call Ireland, first dial 011 to 'leave the country; and then, 353 (the country code for Ireland) + City Code + Number.

You can find city codes at the link below

      I hope that helps.
