  1. Yeah they are limited to however long it takes the law to catch up with you and arrest you or until the time you actually pay the fines.

  2. You are mistaken.

The statute of limitation is for crimes committed but not yet being prosecuted.  For traffic fines, you were already prosecuted and judged.  There's no statute of limitation for paying for your judgment.

Explanation1:  You brake a police window.  They don't know who did it.  Enough time goes by and then later it come to light that you did it.  But it is too late to PROSECUTE.

Explanatio2: You brake a police window.  They catch you and you are found guilty.  You change your address and not pay your fine.  Many years later, they find you again.  No matter how long it has been, you still have to pay for your crime.

    Good Luck...

  3. Yes. Sheriff Joe Arpayo got fed up with people in Arizona not paying their speeding fines on time, so he hunted down a flagrant violator, shot him, stuffed him, bronzed him and placed him in the center of a traffic circle downtown with a plaque underneath that reads "Statue of Limitations."
