I know there is upto a +20.00, and so I guess there would be upto -20.00.

yes.  though most brands stop around -12.00 in soft disposable contact lenses, you can them custom made sometimes up to -20.00!  (Example: O2optix custom).  If you are in need of additional astigmatism correction with a toric lens, then you probably won't find a soft lens higher than -10.00.
