    1.  For the fact you have a neighbour that you don't want to perve on.

    2.  That you describe her with to your friends.

    3.  That you call her if she asks you if you think she's pretty.

  5. Since you're asking this in the Etiquette section, I'm assuming you've asked if there is a polite term to say someone is ugly. The only polite word I can think of would be to say that she is "plain". That's about it.

  7. Yes, it's called rude, and it applies to you, not her.

No, it's best to avoid the subject altogether.  If someone asks you, though, I would just say something like, "She's not really my type, but you would have to judge for yourself."  Beauty really is in the eye of the beholder.  You would probably be surprised what some people find attractive and vice versa.  I am always amazed at peoples' tastes in aesthetics.
